The Standing Committee on Procedure and House Affairs met at 11:13 a.m. this day, in Room 112-N, Centre Block, the Chair, Gary Goodyear, presiding.

 

Members of the Committee present: Yvon Godin, Gary Goodyear, Michel Guimond, Tom Lukiwski, Hon. Stephen Owen, Joe Preston, Marcel Proulx, Hon. Karen Redman, Scott Reid and Hon. Lucienne Robillard.

 

Acting Members present: Inky Mark for Hon. Jay Hill and Louis Plamondon for Pauline Picard.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Appearing: Hon. Peter Milliken, Speaker of the House of Commons.

 

Witnesses: House of Commons: Audrey O'Brien, Clerk of the House of Commons.

 
Pursuant to Standing Order 81(4), the Committee resumed consideration of the Main Estimates 2007-2008: Vote 5 (House of Commons) under PARLIAMENT referred to the Committee on Tuesday, February 27, 2007.
 

The Chair called Vote 5 (House of Commons) under PARLIAMENT.

 

The witnesses answered questions.

 

Vote 5 (House of Commons) under PARLIAMENT, less the amounts voted in Interim Supply, carried.

 

ORDERED, — That the Chair report Vote 5 (House of Commons), less the amounts voted in Interim Supply, under PARLIAMENT to the House.

 

At 12:08 p.m., the sitting was suspended.

 

At 12:10 p.m., the Committee resumed sitting in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the review of the criteria be referred back to the Subcommittee on Private Members' Business.

 

At 12:43 p.m., the sitting was suspended.

 

At 12:44 p.m., the Committee resumed sitting in public.

 

Joe Preston moved, — That the Standing Committee on Procedure and House Affairs be directed to examine methods of sanction against Members that transmit confidential documents from House committees to parties for which such documents are not intended, and to examine the capacity of the Speaker to impose such sanctions that the Committee deems appropriate against offending Members.

 

After debate, the question was put on the motion and it was agreed to.

 

At 12:50 p.m., the Committee adjourned to the call of the Chair.
