THIS HANDBOOK IS INTENDED TO EXPLAIN IN A CLEAR AND CONCISE MANNER BOTH THE RULES GOVERNING PRIVATE MEMBERS’ BUSINESS AND THE PROCESS BEHIND THOSE RULES so that Members and their staff can take full advantage of the opportunities available to them under Private Members’ Business.

The handbook also provides a list of the services of the House of Commons which can assist Members with the various details of the procedures described in this guide.
