Wednesday, MARCH 25, 1998

The Standing Committee on Justice and Human Rights met at 4:31 p.m. this day, in Room 371, West Block, the Chair, Shaughnessy Cohen, presiding.

Members of the Committee present: Eleni Bakopanos, Shaughnessy Cohen, Paul DeVillers, Nick Discepola, Sheila Finestone, Derek Lee, John Maloney, Peter MacKay, John McKay and Andrew Telegdi.

Acting Member present: Madeleine Dalphond-Guiral for Richard Marceau.

In attendance: : From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst, Nancy Holmes, Research Officer.

Witnesses: From Federally Regulated Employers – Transportation and Communication (FETCO): Evelyn Bourassa, Manager, Planning and Development; Corporate, Industrial and Talent Relations, Canadian Broadcasting Corporation, Ottawa; Roger MacDougall,
Attorney, Canadian National Railways, Montreal; Lorette Glasheen, Chairperson, Sub-Committee on Employment Equity; Phillip Francis, Manager, Workplace Diversity, Rogers Communications Inc., Toronto. From the Criminal Lawyers’ Association: Irwin Koziebrocki, Treasurer.

Pursuant to its order of reference dated February 11, 1998, the Committee resumed consideration of Bill S-5, An Act to amend the Canada Evidence Act and the Criminal Code in respect of persons with disabilities, to amend the Canadian Human Rights Act in respect of persons with disabilities and other matters and to make consequential amendments to other Acts (See Minutes of Proceedings of Thursday, March 12, 1998, meeting No. 39).

Evelyn Bourassa, Roger MacDougall, Lorette Glasheen and Phillip Francis made a statement and answered questions.

At 5:15 p.m., the sitting was suspended.

At 5:22 p.m., the sitting resumed.

Irwin Koziebrocki made a statement and answered questions.

At 6:22 p.m., the Committee adjourned to the call of the Chair.
