In accordance with its Order of Reference of Monday, April 15, 2002, your Committee has considered Bill C-54, An Act to promote physical activity and sport, and agreed on Tuesday, June 11, 2002, to report it with the following amendments:

14. (1) The directors shall be appointed by the Minister to hold office during good behaviour for any term of not more than three years that will ensure, as far as possible, the expiry in any one year of the terms of office of not more than one half of the directors. A director may be appointed to not more than two consecutive terms and may be removed by the Minister for cause.

(2) The directors shall be chosen in accordance with guidelines that are established by the Minister in consultation with the sport community.


(3) The guidelines shall provide for a board of directors that

(a) is composed of men and women committed to the promotion and development of sport who have the experience or capacity to enable the Centre to achieve its mission; and

(b) is representative of the sport community and of the diversity and bilingual character of Canadian society.

(4) Guidelines referred to in subsection (3) are not statutory instruments for the purpose of the Statutory Instruments Act.

14. (1) Les administrateurs sont nommés par le ministre à titre inamovible pour un mandat maximal de trois ans, sauf révocation motivée par le ministre, et peuvent recevoir au plus deux mandats consécutifs, ces mandats étant, dans la mesure du possible, échelonnés de manière que leur expiration au cours d'une même année touche au plus la moitié des administrateurs.

(2) La nomination de ces administrateurs se fait conformément aux lignes directrices établies par le ministre après consultation de la communauté sportive.

(3) Les lignes directrices exigent que le conseil d'administration soit :

a) composé de femmes et d'hommes voués à la promotion et au développement du sport et possédant une compétence ou une expérience propre à aider le Centre à remplir sa mission;

b) représentatif de la communauté sportive, du caractère bilingue et de la diversité de la société canadienne.

(4) Les lignes directrices prévues au présent article ne sont pas des textes réglementaires au sens de la Loi sur les textes réglementaires.
